Time to end feud

The declaration by Union Minister for Civil Aviation Ashok Gajapathi Raju that centre is committed to construction of green field airport in Itanagar gives hope that soon a full-fledged airport will come up in the state.  Minister who is in the Arunachal to participate in the digi dhan Mela expressed optimism that work will start soon. For the last many years the Green Field Airport Project has been in news for all the wrong reasons.  Though the airport was first planned in Karsingsa later it was shifted to Hollongi.  However since then the project is marred in controversies. The bitter fight over site of airport has put a halt to the project.

Unfortunately no effort has been made by the political class to resolve the issue politically. It is a bitter truth that successive state governments have played politics over airport project and never exhibited any desire to speed up this project. Itanagar remains the only capital in North East region not to have an airport of its own. This is matter of deep embarrassment for everyone. People of Karsingsa and Hollongi have been made to fight against each other due to wrong policy of the government. It's time the citizens of both the areas realize it and resolve the issue at local level. If the feud continues, it will greatly hamper the prospect of Green Field Airport. Soon the central team which recently visited both the sites to finalize the permanent site is expected to submit their report to the ministry. It is the duty of both Hollongi and Karsingsa people to sportingly accept the report of committee and stop becoming stumbling block. Union government has show their readiness to fund the airport project, now it is upto us to reciprocate and extend all possible support so that dream of having an airport of its own is finally realized.

To take the bull by horn

Dear Editor,

Should the bull taming game be back to the fields of Tamil Nadu during the Pongal season? The Apex court’s verdict was a big no. Nobody thought the situation would turn the way it did. A small gathering of 100 people at the Marina Beach has swelled up across the state bringing the state of affairs into a stand still mode. This is how it happened and we need to know as to how the game Jallikattu is associated with the culture and life of the Tamils. Can the protest be treated as a momentary hysteric outburst of people against the verdict or should it actually be treated as genuine?  Jallikattu, also known as Eruthazhuvuthal or Manju Virattu, is held in Tamil Nadu during the festival of Pongal. The sport which is an integral part of the festivities is believed to have been practiced from 100 BC.  The bulls are well fed and are bred by the villagers for the event. What people speak of the other reason to lift the ban on Jallikattu is the bulls used in the sport are native bulls and a ban on the sport will force the farmers to stop their breeding and also invite their unfortunate extinction. Since many of the native bull brands are on the verge of extinction, the sport with no permanent harm inflicting on the bulls would keep the breeds alive.  

People for Ethical Treatment of Animals, (PETA) is the NGO which has filed petition for the ban of the sport. Again, NGOs fighting for the freedom of animals are silent on slaughtering. They should again come out to stamp a ban on kite festival which slits both animals and people. Festivals are celebrated to bring happiness and unfathomable joy among the public. They serve as a tranquilizing agent in societies which normally fight on multiple issues. Throughout the course of civilization, people brought adequate changes into the social customs and systems as per the demand of the time. But banning them with no alternatives left to work on seems to be unjustifiable. Many a times, festivals help us to preserve the secular fabric of the societies. The agitation to lift the ban on Jallikattu is a great example for it. Going beyond the boundaries of cast, religion and politics, the people of Tamil Nadu seem to be united for the revival of the sport.   

It seems to be foolish for the government to consider the outpouring of people to the streets to settle down soon like any flash mob. The country was held on toes when the agitation by flash mob in the streets for the cast reservation in Rajasthan turned violent and the judicial system itself stood helpless to book the culprits in millions. It is fine as long as the agitation is happening in a democratic way, but the outburst, if taken the shape of violence would be catastrophic.

Interestingly, with no leader to take the crowd ahead, the agitation can take any shape in coming days. When the sport which is totally in consonance with the sentiments of the state and its culture, the Supreme Court and the government should look at the larger picture behind and revisit their stand, by suggesting amicable changes in the rules of the sport. Otherwise an angry mob will be more violent than an angry bull in the game. In such a situation, who will hold it by the horn?

Raju urges State govt. to explore possibilities for cargo flights

ITANAGAR, Jan 20: Civil Aviation Minister Ashok Gajapathi Raju on Friday asked Arunachal Pradesh government to explore possibilities of bringing in more cargo flights as the state has immense potential in horticulture crops, floriculture and medicinal plants.

Addressing the 'Digi Dhan Mela' at Indira Gandhi Park here, the Union minister also expressed optimism that the state government would settle the issue of finding sites for the Green Field Airport in the state capital.

He said a central team recently surveyed both the proposed airport sites at Karsingsa and Hollongi and his ministry is waiting for the report.

Raju said the detailed report and its submissions would be then forwarded to the state government for a final call and hoped that work on the airport would begin soon.

"Please exploit the forward looking policies of the state as well as central government for your own benefits," he said. PTI

 

 

 

Digi Dhan Mela : ‘A historic step towards cashless’

ITANAGAR, Jan 20: Arunachal Pradesh on Friday took a historic step to go cashless with the formal inauguration of "Digi Dhan Mela" at Indira Gandhi Park here in tune with the Centre's programme of "100 cities 100 melas" for a cashless economy.

The Digi Dhan Mela aims at helping the people in downloading, installing and using various digital payment tools to facilitate digital transactions.

Addressing a mammoth gathering at the event ground, Union Civil Aviation Minister Ashok Gajapathi Raju called upon one and all to join the digitization movement and strengthen the efforts of the Prime Minister Narendra Modi's revolutionary step.

Claiming that over Rs 40,000 crore was deposited in 'Jan Dhan' accounts across the country post-demonetisation, Raju said no rich man contributes to the nation but only the poor through their hard earned money.

"Quality of life needs to be improved and for this we need to contribute as well," he said.

He said unlike the previous regime, now Indian citizens with Aadhaar card could open a bank account without any hassle.

"Digital transaction has made life easy for the people.

Your pocket can be picked, phones can be lost but not your thumb through which you can easily make cashless transactions," he added.

Terming demonetisation as a revolutionary step taken by Prime Minister Modi to curb black money and crackdown on terror activities, Union Minister Kiren Rijiju claimed printing of fake currency across the border stopped abruptly post November 8.

"We will have to be prepared for the change which the Prime Minister is attempting," Rijiju said at the 'Digi Dhan Mela'.

He said it was the duty of every Indian to support Prime Minister Nardendra Modi in his crusade against black money and terrorism for development of the country.

He said in Arunachal Pradesh efforts should be made to implement digital transaction in all villages as soon as possible.

Lashing out at the opposition for alleging that Modi's decision for cashless transaction was made in a hurry as the people of the country were not prepared, Rijiju said for development of the country people need the change.

"How will the country with 130 crore population develop if black money is kept concealed?

Even in the 21st century, many villages in the country have no proper road communication which is the greatest tragedy for India," he said, asserting that the Prime Minister's dream is for equal development across the country.

He said with the introduction of cashless transaction there would be some problems initially but people have to accept it to make their lives comfortable in the coming days.

"We have no time to stay behind developed nations in this digital era for which the Prime Minister has introduced cashless transaction to cope with the changing economy," he said, adding that India is a big country and it would take time to make things better.

Rijiju also appealed to all legislators to cooperate with Chief Minister Pema Khandu to make Arunachal Pradesh a vibrant state.

Earlier, both the Union Ministers lighted the ceremonial lamp and released colourful balloons to mark the formal inauguration of the Digi Dhan Mela. Raju also inaugurated the exhibition stalls put up by various nationalized banks, departments and other merchants and entrepreneurs.

Earlier, Veterinary & Animal Husbandary and Art & Culture Minister Dr Mohesh Chai conveyed the message of the Chief Minister Pema Khandu, who could not attend the programme. The message stated that the state of Arunachal Pradesh would leave no stone unturned to be a front runner in the programme launched by the PM and the government would endeavor to go cashless.

Niti Ayog Advisor, Jitendra Shah spoke on the digital economy programme of the GoI, informing that the "Digi Dhan Mela" here has been organized as a part of  "100 cities, 100 melas" programme of the government to achieve the target.

Stating that the digital society is necessary for a healthy society and nation, he appealed one and all to adopt digital economy, besides motivating others to do so.

Chief Secretary Shakuntala Gamlin highlighted on the Digi Dhan Mela and urged all stakeholders to work towards connecting all uncovered areas to bring about a digital economy in state.

Secretary IT, Sonam Chombey termed the moment as  "a big step towards being digitally smarter".

Representative from SBI spoke on digital products of SBI which enable people to access digital transaction, while Licha Birbal, a Champion entrepreneur, who runs a CSC spoke on how he created financial awareness and made his village cashless.

Later, a friendly football match between CM XI and Arunachal Press Club was played at Bn. Ground Chimpu.

Other highlights of the day included exhibitions by banks, departments and other entrepreneurs, free medical camp, enrolment of Aadhar card, free WiFi facility, opening of bank accounts on spot and link it to adhar number, besides various competitions on cash less transaction on poster, jingle, slogan etc and performances by artist like Thupten Tsering, Indian Idol participant and music bands including the Brooks etc . Meet stresses on alternative livelihood for opium cultivators

ITANAGAR, Jan 20: Secretary cum Commissioner (Tax and Excise) Marnya Ete emphasized on early formulation of meaningful state policy on alternative livelihood and rehabilitation for drugs abusers and opium cultivators in the State.

Ete said this during  a meeting of core-committee and deliberation committee for formulation of state policy on alternative livelihood (AID) for drugs abusers and opium cultivators held at the conference hall of tourism department on January 19 organized by the Narcotic cell, Department of Tax & Excise.

In his keynote address, State Nodal Officer, Narcotic Cell (ALD & Control) Oli Koyu briefed on the status of drug addiction in the state and the actions to be taken for eradicating drugs menace.

Upper Siang Deputy Commissioner Remo Kamki and Deputy Conservator of Forests (WL) Pekyom Ringu also attended the meeting and put forward valuable suggestions.

21 officials from all the link departments of the State were present in the meeting.

 

 

 

‘Ride To Light’ cycling expedition

ITANAGAR, Jan 20: Ride To Light-a seven days cycling expedition to remotest areas of three eastern districts of Arunachal Pradesh is being organized by 'Batti', an NGO, in collaboration with Directorate of Youth Affairs, Govt. of Arunachal Pradesh.

The 50-member expedition team comprising 25 cyclists, including from foreign countries, supporting staff and officials from the department will start the journey from Tezu on January 26 after a formal flagging off by Minister Dr. Mahesh Chai, informed Director of Youth Affairs DK Dinglow in a release.

The team will reach Roing (70 km) from Tezu on the first day and then further proceed to 47 kilo (40 km), Kebabonli,

Hunli 17 Mile, Aloya, Agui, and finally reach Anini on February one covering a distance of around 300 km in seven days.

The team will be received and felicitated by MLA Rajesh Tacho at Anini coinciding with Reh festival.

The objective of the event is to provide basic lighting facilities in remote inhabitants.

This will be the country's first full-fledged cycling spanning 300 kilometres across Lohit, Dibang and Lower Dibang Valley districts.  

"Arunachal Pradesh has huge potentials in adventure sports and adventure tourism activities. The Directorate of Youth Affairs intends to organize various adventure activities for the youths of the state for meaningful involvements of the local youths," said Dinglow.

 

 

 

Rally for better salary and job reservation

AALO, Jan 20: AAPWU, AAPAWHU and AAPAWU units of West Siang district on Friday came out in the streets of Aalo demanding implementation of minimum wages of Rs. 18000/- for Anganwadi Workers and Helpers, ASHAs and all Contingency Workers, 100 percent reservation for Anganwadi Workers to the post of Supervisors and helpers to the post of Workers.

They also pressed for regularization of ASHA as Permanent Rural Health Workers and provision of Health Insurance and Social Security, training and priority in promotion to ANM status, regularization as grade-III and grade-IV employees.

Later, the members of the association met the DC to appraise their long felt demand for onward submission to the government for redressal. (DIPRO)

 

 

 

 

Govt. accords top priority to road link:Mein

ITANAGAR, Jan 20: While addressing a huge gathering in the beautiful valley of Koloriang, Deputy Chief Minister Chowna Mein said that the efforts are on to bring development in the far-flung and border areas of the state at par with the plains and foot hills areas so that the border areas are not left abandoned. He said that the Govt is according top priority to the surface road connectivity of the far-flung and remote areas. He said that the other development will automatically follow once the road communication is reached and stressed that road must first reach.

He however called upon the people to change their mindsets and give up the compensation culture.

He was speaking as the chief guest on the 2nd Foundation Day Celebration of All Arunachal Pradesh Gaon Burah and Gaon Buris Welfare Association (AAPGBGBWA) at Koloriang on Friday.

He said that the institution of Gaon Burah has been doing a yeoman service to the people of the state since pre-Independence time.

Calling upon the GBs to discharge their duties and responsibilities with sincerity, he said that being the representative of the govt in the villages, GBs must help in maintenance of peace in the villages. He said that for development to take place, peace is a prerequisite and GBs being the part of the administration should help in creating conducive atmosphere for development.

Responding to the memorandum submitted by Gichik Lalin, President of the AAPGBGBWA, DCM said that TA/DAfor HGB & GB, free electricity and water bill, construction of Nyele Namlo or Kebang Ghar in every circle, comprehensive fund for formal law & traditional law training for every district HGB & GB and construction of Guest House cum Office building at Itanagar for GBs shall be taken up with the Cabinet.

Further responding to a separate memorandum submitted by Bamang Felix, Minister of PHE & WS, Mein assured to include construction of Ring road in Koloriang Township under RIDF/CRF in next financial year. Construction of a multi-utility indoor stadium among other proposal of the state govt would be submitted to the Union Ministry for sanction of fund. He further assured to include construction of Residential Buildings for General Administration, quarter for Medical staffs, hostel for working women at Koloriang and Rs 2 Crore project for Solid Waste Management in the next year budget.

Mein also assured to provide fund for installation of High Mast lights in the Koloriang Township and to include the construction of 2-lane road from Parsi-Parlo to Chyangtajo via Nyobia Circle Sangram-Nyapin and Phassang Circle in the recently announced Road Projects by the Union MoRTH&S.

Felix in his speech while lauding the Gaon Burah Institution said that a former Chief Justice of India once said that Arunachal has the Best democracy in the country as every village in the state has own democratic set ups in the form of Gaon Burah Institution and Local Customary Laws.   To the much applause of the gathering, he announced that the state govt has already sanctioned for construction of 2-lane road from Talo to Koloriang and the work has already been tendered and the construction works of the same is expected to start within two or three months.

Pani Taram, Parliamentary Secretary for Home who is also the Chief Patron of AAPGBGBWA in his speech said that the GBs are important body of the Govt and function as the eyes & ears of the Govt in villages. Kangki Darang, Deputy Commissioner of Kurung Kumey District and Tamchi Taigh, President of AAPGBGBWA Kurung Kumey District Unit also spoke on the occasion.  

 

 

 

Annual review meeting of agriculture deptt held

Formulate state specific programmes: Lowang

ITANAGAR, Jan 20: The 2nd Annual Departmental Review meeting of Agriculture department was held at the Directorate of Agriculture, Naharlagun on Thursday.

Addressing senior officers of the directorate and also the district level officers, Agriculture Minister Wangki Lowang directed the department to formulate state specific programmes and policies using the latest technological advances and innovations in agriculture.

He cautioned the government officials not to view government schemes as an earning source and said that such behavior would never be tolerated.

He called upon the officials to work with renewed zeal and enthusiasm.

He sought cooperation of the government officials in running clean, transparent and effective government. He also suggested conducting review meetings in the districts for effective coordination as well as successful implementations of agricultural policies.

Parliamentary Secretary Agriculture, Tatung Jamoh suggested for better cooperation, coordination and maintenance of utmost transparency in execution of all departmental programmes. He emphasized on timely submission of reports, returns, supervision of schemes at every level for effective governance.

He also highlighted the need to further increase production and productivity of agricultural crops and said that the onus is on the departmental officers to take the department forward.

Addressing the gathering, Secretary Agriculture Talem Tapok urged the officers to maintain discipline, punctuality and official decorum.

He directed the district officers to furnish the status report and Utilization Certificates to the higher authorities on time.

"District officers must always be prepared for external inspections and the third party monitoring team should be properly cooperated during their visit to the districts," he added. Reminding the responsibilities of a government servant, he asked the participants to strive harder in bettering the living conditions of the marginal farmers.

"To improve the living standards of the poor farmers, it is necessary that good quality and high yielding varieties of seeds must be timely provided to them," he opined.

Advisor Agriculture A K Purkayashtha and Director in-charge Agriculture Anong Lego also spoke.

During the interactive session, district officers presented their respective achievements, constraints and requested the government for immediate intervention and support of basic logistics for better implementation and monitoring of agricultural programmes.

 

 

 

Pangsau Pass Winter Festival 2017 starts

CHANGLANG, Jan 20: Pangsau Pass Winter Festival 2017 began here at Nampong festival ground on Friday.

Traditional huts of various tribes of the district and Burma, local cuisine, cultural items from various corners of India as well as from neighbouring country Burma, sightseeing, open air restaurants, floating restaurants are the main attraction of the festival.

More than five hundred vehicles also visited lake of no return via Pangsau Pass on the first day of the festival.

Minister for WRD, Food & Civil Supplies and Geology & Mining, Govt of A.P, Kamlung Mossang who declared the mega event open said that the main objective of organising festivals in the state is to promote the tourism industry. Saying that the scope of tourism in the area is immense, he appealed the local people to ensure peaceful and conducive environment for the tourists to make the area attractive tourist spot. He said that promotion of tourism will propel economic growth and help over all development of the community.

Stating that the district with its natural diversity has ample scope for ecotourism, the Minister appealed the youth to take up travel and tourism as a career and stay away from the social evils like drugs and opium addiction. He appealed the parents to give due attention to their vulnerable children to stop them from indulging in these social menace.

Earlier, Nampong MLA Laisam Simai informed that the main purpose of organising the Pansau Pass Winter Festival was to preserve, protect and revive the age old rich culture and tradition of the tribes of Changlang district.

He further said that the promotion of tourism and showcasing traditional way of life and food was also the part of  the festival.  Stating that hospitality is the main component for successful development of tourism industry, Simai appealed the local people to always show good hospitality to the visiting tourists.

The visiting dignitaries also participated in the signature campaign for "Clean Arunachal, Green Arunachal" organised as a part of festival celebration.

Later Mossang inaugurated the stalls put in place by various departments, NGOs and cooperative societies.

MLA Changlang North Tesam Pongte, DGP Itanagar Sandip Goel, Deputy Commissioner Changlang Wayong Khimhun, SP Changlang Amit Singh , Commandant, 13 AR,  Col. Rajesh Grover, Commandant 2nd IRBN S Singpho, Diyun were also present during the inaugural programme.

 

 

 

 

ATA comes out in defence of  Education Secretary

ITANAGAR, Jan 20: The Arunachal Teachers' Association (ATA) fervently condemned the demand for transfer of the Secretary Education by AAPETA and other organizations. The demand for transfer is totally based on self interest of the Gen. Secy. AAPETA whose promotion is under the scanner of Secy. Education, it said.

It said that APETA's General Secretary was illegally promoted from AT (2008 batch) to JT to VP and now he is the Principal In-charge of Govt. Hr. Sec. School superseding 618 senior PRT, 2525 TGT's, 701 PGT's and 141 VP's, altogether superseding 3985 senior teachers.

Demanding transfer of a bureaucrat who is initiating steps to streamline the irregularities in the Department of School Education is unfortunate and ridiculous, ATA said. The Education department especially the School Education has been the breeding ground of irregularities since its inception, where, seniors are deprived of their rights by the fellow juniors due to preferential treatment, capital influence and political biasness, the organisation added. The ATA since its inception has been demanding for elimination of such irregularities from the education department so that the seniors are not deprived of their promotional avenues, it added.

"The present Secy. (Edn.), Govt. of AP is the first bureaucrat in the department who has exhibited his courage and concern on such irregularities. Thus, demanding transfer of such determined officer who is working for the refinement of abnormalities in the system is deplorable. ATA shall always stand by such bold officers and we extend our support to Secy. Education for his initiatives" it said.

Further, it  appealed to the organizations to refrain from making unsubstantiated allegations without knowing the facts.         

 

 

 

Training on emergency care and resuscitation management

ITANAGAR, Jan 20: The two-day training on emergency care and resuscitation management organized by Directorate of Medical Education, T&R, Naharlagun concluded at Seminar Hall of Tomo Riba Institute of Health & Medical Sciences (TRIHMS) Naharlagun on Friday with distribution of certificates to the participants.

Doctors from various districts and TRIHMS and GNM students of Arunachal State Nursing School (ASNS) Naharlagun participated in the crucial training.

The second day of the training was attended by Director of Medical Education, T&R Dr. Moji Jini as one of the resource persons.

Dr. Surabhi Khanikar, Anesthetist cum BLS, ACLS trainer of Narayana Super Specialty Hospital, Guwahati and Dr. Upendra Baitha, Assistant Prof. of Medicine (AIIMS) New Delhi conducted practical sessions on Adult Resuscitation and Basic Life Support techniques, ECG and stroke Management with the help of PowerPoint presentations and dummies.

The themes for second day of the training were ECG and Stroke, Paediatric Resuscitation and Choking, Management of different Arrhythmias, and Various Airways Resuscitation Techniques.

Prior to the concluding function, a demonstration was conducted at the Operation Theatre of TRIHMS (new block) by Surabhi Khanikar.

Dr. Moji Jini illustrated the need and methods of emergency care and diagnosis.

Dr. Upendra Baitha, Assistant Prof. of Medicine (AIIMS) New Delhi, advised the participants to use the skills learnt during the training sessions for welfare of the patients.

Joint Director of Medical Education, Dr R Doye also spoke and expressed his happiness over enthusiasm shown by the resource persons and trainees.

Earlier, training on 'Consumer Protection Act for Doctors' was held at Seminar Hall of TRIHMS, Naharlagun on January 16 and 17 in which doctors from various districts attended.

The Director of Medical Education Dr. Jini highlighted the significance of Consumer Protection Act as well as role of doctors in the society.

He also reiterated the importance of such training for updating and upgrading professional skills.

Controller of Legal Metrology H. Ori along with Assistant Directors of Legal Metrology Taba Tabin and S. Chakraborty explained the provisions, implications and relevance of the Consumer Protection Act, 1986.

As notified earlier, the Directorate of Medical Education has embarked on a series of training programmes with a view to enhance the skills of medical professionals.

It will continue till February 12, 2017. The DMOs have been asked to send adequate number of representatives for the vital training programmes.

 

 

 

Arunachal Pradesh at Kolkata book fair

‘Ethnic Communities of Arunachal Pradesh’ by Batem Pertin to be released

Arunachal Pradesh is again at the 41st International Kolkata Book Fair' 2017 (IKBF) now called the 'Festival of Kolkata' for the sixth time. It will be held from Jan 25 to Feb 5 at Milan Mela.

Except the host state West Bengal, Arunachal Pradesh is the only State Government to have participated in International Kolkata Book Fair' endeavoured by Directorate of Research.

This year the Department of Research is all set to host exhibition stall of its publication wing with as many as 192 precious publications depicting the cultural heritage of the indigenous ethnic communities, information and Public Relations, Directorate of Economics and Statistics, Directorate of Gazetteers, Department of Tourism to highlight the developmental activities of the State Government.

All these volumes of Research Publication are the outcome of erudite empirical research on multidimensional aspects such as Culture, History, Museum, Archaeology, Philology, Archives etc. The Department of Research is proud publisher of five books contributed by Dr. Varrier Elwin, the architect of tribal policy of Government of India.

"Panoramic Nature and unique Cultural Heritage" will be the theme at exhibition stall this year at Hall No. 3 Stall No - 659 in Milan Mela.

The participation in book fairs outside Arunachal Pradesh was first patronized and directed by former Commissioner (Cultural Affairs) Y.D. Thongchi, lone Sahitya Akademi awardee of the State.

Present Secretary Dani Salu, Commissioner Huzar Lollen, Director of Research Batem Pertin are also positive and pragmatic regarding the participation in Book Fair in different Metropolitan cities - so that potentiality and prospect, splendid cultural heritage and traditions are projected in proper perspective to greater Indian mass. Every year considerable number of visitors visit the exhibition stall of Arunachal Pradesh. Could we not take sincere initiative to influence the Book Sellers and Publishers Guild, the organizers of International Kolkata Book Fair to nominate Arunachal Pradesh as focal theme in near future? If it can be done, the mosaic of cultural heritage of our state and its vast literary wealth in the form of oral literature could be highlighted. Because International Kolkata Book Fair is not mere a fair, rather it is a melting pot of different literatures and cultural traits.

CM-XI  edge past APC-XI 2-1 in Digi Dhan Football

ITANAGAR, Jan, 20:   Chief Minister's XI edged past Arunachal Press Club (APC) 2-1 in an entertaining but thrilling friendly Digi Dhan football match at Bn Ground, Chimpu near here on Friday.   

Minister for Veterinary, Animal Husbandry and Arts and Culture Dr. Mohesh Chai put CM's XI ahead by scoring in 15th minute from a close range shot. He dribbled past APC-XI's defenders Joram Aka Bhai and Toko Migom to finally find the net.

But, the lead was short-lived as APC XI's Solam Cheda restored the parity just four minute's later (in 19th min). Solam netted after receiving a well measured pass from Sonam Tabri.  

The score line remained 1-1 during half time.

However, CM-XI managed to seal the match in the dying minutes of the game, thanks to an own goal from APC-XI midfielder Damien Lepcha.

Dr Chai was adjudged as the best player for his brilliant football skills and a goal while Sabyasinha Bairagi of CM-XI was declared the Hero of the Match.   

Kaley Cheda of APC-XI was declared as the best goalkeeper and Toko Migom walked away with the prize for the best defender.

CM-XI was captained by Parliamentary Secretary for Sports and Youths Affairs Nyamar Karbak while the APC-XI was led by Press Club president Chopa Cheda.

Union Minister Civil Aviation Ashok Gajapathi Raju, Union MoS for Home Kiren Rijiju and deputy chief minister Chowna Mein along with chief secretary Shakuntala D Gamlin were among the dignitaries who witnessed the thrilling match.  

The trophies were given away by Union Minister for Civil Aviation Raju and Deputy Chief Minister Chowna Mein in the evening at IG Park here.

Digi Dhan Football was organised by Department of Information Technology and Department of Sports and Youth Affairs in collaboration with Arunachal Pradesh Football Association (APFA).

 

 

 

Block level participatory planning process begins

PASIGHAT, Jan 20: Three Day Block Level Participatory Planning Process under "My Village, My Development Plan" (MVMDP) was formally inaugurated by Koyu EAC cum Member Secretary Starlie Jamoh on Tuesday at Koyu Community Hall.

The main activities undertaken during the programme were a detailed discussion on "My Village My Development Plan" and  Participatory Planning Process, Baseline Surveys, PRA and Household surveys and their compilation.

Gram Sabha was also conducted at Kakki Village in which a detailed report was presented. Validation of PRA output,  prioritization of trust area identification, vulnerability /marginalized household  ranking were done while prioritization and preparation of  four perspective Plan (2017-2020) and annual Plan (2017-18)under 14 finance commission with Gram Panchayat Development Plan were finalized.

Tamar Baki, State Level Master Trainer and his associate master trainers imparted the training.

Zirgi Kadu, Chairperson Anchal Samiti, PRI members were also present. Baki, the Key Resource Person cajoled the PRI members of the Block to assimilate and inculcate the knowledge provided by the team of master trainers to facilitate a meaningful and significant public position on the extremely important initiative of revamping the progress and prosperity of East Siang District. NABARD launches potential linked credit plan

ITANAGAR, Jan 20: National Bank for Agriculture and Rural Development (NABARD) has launched the Potential Linked Credit Plan (PLP) 2017-18 for Londing district. It was launched by Deputy Commissioner Himanshu Gupta and District Development Manager, NABARD, Kamal Roy in District Consultative Committee (DCC) meeting.

Roy informed that the total credit potential under the priority sector had been estimated at Rs1565.84 for the financial year 2017-18.

Chief Manager Lead Bank, Subhash Dhar informed the status of CD ratio, KCC loan, digitalization, DigiDhan Vyapar Yojana and Lucky Grahak Yojana and opening of SHG accounts in the district and said that performance is not satisfactory and the recovery position of the district was also not up to the mark.

He requested the bank branches to seek help of Govt. functionaries in this regard and maintain close liaison with the Govt. authorities for recovery of bank's dues.

District Development Manager, NABARD, Kamal Roy advised all SBI bank branches to adopt atleast one village in their area of operation to ensure 100 percent coverage in financial inclusion, issue of rupay cards, cashless transactions and Aadhar.

He also informed about different subsidy schemes such as Dairy Enterpreneurship Development Scheme (DEDS), National Livestock Mission (NLM), AGRI Clinics and AGRI Business Centres (ACABC) Scheme, Installation of Solar Photovoltaic Lightine Systems, solar photovoltaic water pumping systems for irrigation purpose etc.

He sought support from bank managers for credit linkage of SHGs, Farmers' Club and JLGs in the district.

The DCC meeting was convened by Lead Bank at Longding on January 19 and was attended by officials from RBI, NABARD and other banks along with line department.

 

 

 

BRO Addl. DG inspects roads, bridges in Arunachal

ITANAGAR, Jan 20: Additional Director General of Border Roads (East) Dr SS PORWAL (VSM) visited "Versatile" 48 Border Roads Task Force sector under Project Udayak from January 10  to 12, during which he inspected various completed and under construction road and bridge infrastructures in Arunachal Pradesh by 48 BRTF in Namsai, Lohit and Anjaw districts.

Some important roads, namely Roing-Koronu-Paya, Digaru-Tezu-Dimwe, Brahamkund-Arrowa, Tohagam-Hayuliang-Changiwinti-Walong-Namti-Kibithu on LAC with China, Chowkham-Dirak- Rupai and Bridges enroute were inspected by the Addl Director General.

He complimented the efforts of executives of Border Roads Organisation (General Reserve Engineer Force) for their excellent work despite extreme difficult working condition and unexpected obstacles. The Addl Director General also inaugurated the Pmt Bridge "Logohar" of 40 Mtr span at Km 17.845 on Namti-Kibithu road constructed by 48 BRTF (P) Udayak on On January 11.

On the occasion, he praised the troops of 48 BRTF for their indomitable spirit and commitment towards overall socio economic development of the people of Arunachal Pradesh in providing connectivity to the eastern most parts of India.

ITANAGAR, Jan 20: The Arunachal Pradesh unit of Bharatiya Janata Party (BJP) has expelled three of its members from Ziro Mandal for six years for their alleged involvement in vandalisation of office of the party president recently, according to a state BJP release.

 

 

 

Apex Bank records profit

ITANAGAR, Jan 20: The deposits and overall business of Apex Bank has improved as compared to last year's and has been able to record a profit of Rs.21.39 lakhs, informed Managing Director of Arunachal Pradesh State Co-operative Apex Bank Tsering Thongdok.

While presenting the Annual Report and Balance Sheet 2015-16 of the bank at the Annual General Body Meeting held in the conference hall of Cooperative Training Center, Naharlagun on Friday, the Managing Director said that a deposit of Rs.80 crore was received during demonetization process.

He also informed that bank is now fully computerized and providing services, like ATM, NEFT/RTGS, DBT etc. at par with other commercial banks.

Registrar of Coop. Societies RD Thongon urged the banks to provide cashless transaction in today's environment and reduce the NPA to the desired level by undertaking vigorous recovery drives against the defaulters.

Thongon also said that the management should be capable to manage the bank democratically.

Manager NABARD C B Wadekar said that the Apex Bank should improve the NPA position and avail the various promotional schemes available with NABARD. He also said that cooperatives should provide banking services in rural and un-banked areas.

"The women folks in Arunachal Pradesh are very active and progressive and banks should come forward to help them for economic development," he opined.

James Techi Tara, who chaired the meeting observed that the bank need lot of improvements for effective functioning. The elected BoD should be allowed to manage the bank, he said, and suggested to prepare a workable NPA recovery plan and action must be initiated against the defaulters of the bank.

Later in the business session, the meeting expressed satisfaction on the improvements in the performance of the Bank during the year and adopted the Bank's Audited Final Statement of Accounts for the year 2015-16 and ratified the Annual Business Plan and Budget of the Bank for the year 2016-17.

 

 

 

DLMC held at Roing

ITANAGAR, Jan 20: The 31st District Level Monitoring Committee (DLMC) meeting for the fourth quarter ending up to December was held at DC's conference hall on Thursday.   The meeting was chaired by Lower Dibang Valley Deputy Commissioner Deepak Shinde.  

During the meeting, HoDs of various executing agencies submitted the physical and financial achievement of centrally sponsored schemes under CRF, NLCPR, SPA, NEC, PM Packages and BADP Projects.

Speaking during the meeting, DC instructed all executing agencies not to release any payment for incomplete work and sub- standard works till correction are made. He emphasized on proper monitoring and to ensure quality of all the works. DC directed them to conduct joint inspection including admin officers for any corrective action during work in progress. Regarding electrification under NEC Schemes, he sought the status report and list of villages covered under the project. On water supply related project he asked other agencies to obtain certificate from Executive Engineer, PHED before finalization of proposal.

The meeting was attended by Marto Dirchi, DPO, Administrative officers, HoDs, Starson Saring, ZPM, PRI members and other officials. (DIPRO)

 

 

 

Workshop on cashless transaction

ZIRO, Jan 20: As a part of the Digital India Campaign, a workshop on cashless transaction was organized by the District Administration in collaboration with SBI and other banks in Abotani Hall, Hapoli on Friday.

ADC  Nending Chatung exhorted the business community to proactively participate in such workshops.

"This workshop has been specifically set up for the business community, as they would be the fore- runners in the implementation of cashless transactions,". It is saddening that their participation is below expectation," the ADC said, and asked the Market Welfare Committee members to ensure better participation in such programs in the future.

He further appealed to all the participants to carry the idea of digital India and cashless transaction beyond the Conference Halls and practically implement wherever applicable.

Representatives from SBI, Canara and Central bank demonstrated various e wallet apps and UPI apps that could be used for easy cashless transactions.

EAC Lod Taker in his presentation on cashless transaction suggested for sensitizing the public on apps used for cashless transactions so that need based apps can be used by them.

POS machines can be adopted by bigger business establishments and the small shops can adopt the e - wallet apps, he said while explaining the processes.

Earlier, Michi Tabyo also presented a powerpoint on Digital India initiatives.

Training on IPPI

ITANAGAR, Jan 20:  The district level training on IPPI at PHC Lathao conducted by District Health Society (DHS), Namsai under the supervision of DRCHO at PHC Lathao emphasized on imparting quality IPPI programme and 100% immunization coverage of children below 5 years.

Training was imparted to all the supervisors and vaccinators of Namsai Health Centers, wherein around 150 participants, including all medical officers attended.

The resource persons were Dr. C.A Namchoom and Dr. Pill Dipen.

 

 

 

IDA decries vandal

ITANAGAR, JAN 20: Taking serious note of the vandalism that took place at Ratan Dental Clinic at Pasighat on January 18 last, the Indian Dental Association, Arunachal Pradesh Branch has condemned the incident.

Condemning the act as violence against dental professionals, president of India Dental Association, Arunachal State Branch cum senior dental surgeon, Dr N Mara of RK Mission Hospital, Itanagar extended its support and solidarity to Dr Kayon Ratan, MDS and owner of Ratan Dental Care.

Several costly machineries and surgical instruments were damaged in the vandalism.

One Zakir Hussain, presently residing at 2 Mile, here at Pasighat, was arrested by the police in connection with a case of vandalism of the dental clinic located at Medical Chari-ali area, vide Pasighat PS Case No 7/2017 U/s 457/427 IPC.

 

 

 

Social service conducted

ITANAGAR, Jan 20: A social service was conducted at Pedung village, 4kms away from Bomdila on Friday. More than 50 youths of the village conducted cleanliness drive in the village. The drain alongside the road was also cleared and the dilapidated road was repaired. The drive was organized by Pedung Youth Association in collaboration with the Department of field publicity Bomdila unit.

 

 

 

Workshop on export promotion council for handicraft

ITANAGAR, Jan 20: More than 50 people from various self help groups participated in a workshop on export promotion council for handicraft at NERIST campus, Nirjuli on Wednesday. Organized by North East Multipurpose Development Society (NEMDS), it was intended to guide the local handicraft artisans and entrepreneurs on ways to export their product, market and further development.

During its inaugural session, Professor NERIST, Dr Muralidharan said that the design and product handcrafted in Arunachal are unique and has lots of potential to grow.

Project officer NER Subath Kumar took a session on export marketing and its procedure.

Joint director Textile and handicraft Haj Dadung informing about ways to market the products said that the state government is giving all possible support to the artisans and entrepreneurs in the state.

Designer from EPCH Tashi Wangmu shared her experience on latest resign and trends in domestic as well as in the international scene.

President NEMDS Tapi Taku suggested participants to make their products unique and to maintain quality.

 

 

 

Career counseling cum drawing competition

DAPORIJO, Jan 20: One day career counseling, drawing and painting competitions was organized by Bagang Abu Youth Welfare Society at Si-Donyi School on Wednesday last.

Over 250 students, mostly from secondary and higher secondary schools, were given career counseling in various professional courses, and advised them on what courses they should choose. The students were also informed about colleges and other educational institutes within the country and abroad and the courses offered by those educational institutes.

Jumni Ligu, District Employment and labour Officer, Jakir Dupit, Vice Principal Govt. Hr. Secondary School Daporijo and Vendar Manu Mohan, Principal Si-Donyi School attended the programme as resource persons.

The programme was coordinated by Talin Marging on behalf of Bagang Abu Youth Welfare Society.

The drawing/painting competition on theme "Save Mithun" was participated by more than 50 students. The first three prizes were bagged by students of Si-Donyi School.

There were also five consolation prizes and merit certificates were given to winners.

 

 

 

Social activists visit boys’ hostel

ITANAGAR, Jan 20: The Khonsa Bazar Welfare Committee, Secretary Nahang Tangjang accompanied by student leader Jiten Wangchha and representative of IPR, Khonsa Gawang Sumpa, visited Boys' Hostel, Khonsa Government Higher Secondary School on Friday morning.

While interacting with the Hostel Monitor Nokkhon Siksa and Assistant Monitor Nawang Tekwa, former president of All Tirap District Students Union Jiten Wangchha advised the students to study hard adding that education can change the scenario in the days to come.

The students shared the various problems affecting them which include frequent power cut, insufficient food items due to non disbursement of stipend from government on time, lack of fencing in and around boys' hostel.

Earlier, Khonsa Bazar Welfare Committee, Secretary Nahang Tangjang and Jiten Wangchha, provided some essential commodities from their side.

 

 

 

Meeting on public grievances and complaint

ITANAGAR, Jan 20: A state level coordination committee meeting on public grievances and complaint was held at the Directorate of Small Savings, Naharlagun on Friday under the chairmanship of Director Md Abdul Basit. The meeting was attended by regional director National Savings Institute Guwahati, Ministry of Finance, GoI, KK Pradhan, Superintendent of post office K Kharshandi and agents and representatives of small savings.

Various matters related to development of small savings were discussed and the grievances of investors, agents concerned and post offices were sorted out for smooth functioning of small savings in the state. Suggestions from all the stakeholders were also taken into consideration.

 

 

 

Arunachal Pradesh Catholic Association  conference cum 7th Raising day

ITANAGAR, Jan 20: The second general conference and the 7th Raising day of Arunachal Pradesh Catholic Association (APCA) were held from January 18 to 20 at Hill Top Colony, Itanagar, where more than 1000 Catholics from all over Arunachal Pradesh participated.

Parliamentary Secretary (Urban Development) Techi Kaso laid the foundation stone for the Seva Kendra Building--a project initiated by APCA and supported by the Govt. of Arunachal Pradesh.

APCA President Taw Tebin, informed about sanctioning of some amounts by the state government for construction of the Seva Kendra by APCA. This Seva Kendra will be built in between Itanagar and Naharlagun and it will provide shelter to many of the poor people visiting Itanagar for various purposes.

During the conference members from various Catholic Churches of the state presented their traditional cultural dances and songs enthralling the audiences, while prayers and offerings were organised by wellbeing of the people of the State and the Catholic Community in particular.

Rt Rev. Dr. P.K George, Bishop of Miao said, "love and forgiveness was the essence of real Christian teaching. The Christians are called to love one another as they want others to love themselves. He urged the members of the Association to continue working with great sincerity and dedication.

Rev. Fr. CC Jose the Vicar General of Miao and Rev. Fr. Jacob Mathatany also spoke on the occasion.

Rev. Fr. CC Jose shared his past experiences as a pioneer member of the faith formation in the Western Arunachal Pradesh.

Meeting on DTFi convened at Longding

ITANAGAR, Jan 20: The Governing Body cum District Task Force For immunization (DTFi) meeting of District Health Society, Longding was held at DC's conference hall on Thursday.

DRCHO Dr Rumto Sikom who is also the DMO incharge encouraged all the officers and health workers to be proactive toward the upliftment of health sector.

Highlighting the HR position and issues of vacant post of DCM & Lab technician, he called for higher immunization coverage under RI, IPPI & Mi. He stressed on the need to renovate various dilapidated sub- centres.

Further speaking on land encroachment in the medical department, he sought DCs intervention.

DC Himanshu Gupta assured to provide full logistics, transportation, other support and cooperation wherever needed for upcoming IPPI & MI 4th programme. He suggested DDSE to introduce IEC in all the schools regarding importance IPPI and MI.

DC suggested introducing basic medical test in every health facility centre.

He said that he will sanction financial support for the renovation of dilapidated conditions of the health facility centers.

Review meeting of district health society

ITANAGAR, Jan 20: The 1st Governing Body cum review meeting of 1st, 2nd and 3rd Quarter of District Health Society Anjaw was held on Friday at DC's conference Hall, Hawai. The meeting was chaired by Deputy Commissioner Mamta Riba. Speaking on the occasion, she requested all stake holders to understand their assigned duty and discharge it sincerely.  She opined that the grassroots level health worker like ASHA's have a critical role to play in success of programme implementation. She categorically instructed the DMO to initiate action against non performing ASHA's and Health workers.

Earlier, District Medical Officer Dr K Perme briefed the gathering the about objectives of the meeting. Dr S Tayang DVBDCO, Dr MJ Kalita DANO and R Nibe gave PPT on the status of programme implementation. Discussion was also held regarding the ensuing IPPI and Mission Indradhanush.

The meeting was attended by stake holders like Education department, ICDS and Medical officers of various blocks.
