Time to end feud
The declaration by Union Minister for Civil Aviation Ashok Gajapathi Raju that centre
is committed to construction of green field airport in Itanagar gives hope that soon
a full-
Unfortunately no effort has been made by the political class to resolve the issue politically. It is a bitter truth that successive state governments have played politics over airport project and never exhibited any desire to speed up this project. Itanagar remains the only capital in North East region not to have an airport of its own. This is matter of deep embarrassment for everyone. People of Karsingsa and Hollongi have been made to fight against each other due to wrong policy of the government. It's time the citizens of both the areas realize it and resolve the issue at local level. If the feud continues, it will greatly hamper the prospect of Green Field Airport. Soon the central team which recently visited both the sites to finalize the permanent site is expected to submit their report to the ministry. It is the duty of both Hollongi and Karsingsa people to sportingly accept the report of committee and stop becoming stumbling block. Union government has show their readiness to fund the airport project, now it is upto us to reciprocate and extend all possible support so that dream of having an airport of its own is finally realized.

To take the bull by horn

Should the bull taming game be back to the fields of Tamil Nadu during the Pongal season? The Apex court’s verdict was a big no. Nobody thought the situation would turn the way it did. A small gathering of 100 people at the Marina Beach has swelled up across the state bringing the state of affairs into a stand still mode. This is how it happened and we need to know as to how the game Jallikattu is associated with the culture and life of the Tamils. Can the protest be treated as a momentary hysteric outburst of people against the verdict or should it actually be treated as genuine? Jallikattu, also known as Eruthazhuvuthal or Manju Virattu, is held in Tamil Nadu during the festival of Pongal. The sport which is an integral part of the festivities is believed to have been practiced from 100 BC. The bulls are well fed and are bred by the villagers for the event. What people speak of the other reason to lift the ban on Jallikattu is the bulls used in the sport are native bulls and a ban on the sport will force the farmers to stop their breeding and also invite their unfortunate extinction. Since many of the native bull brands are on the verge of extinction, the sport with no permanent harm inflicting on the bulls would keep the breeds alive.
People for Ethical Treatment of Animals, (PETA) is the NGO which has filed petition for the ban of the sport. Again, NGOs fighting for the freedom of animals are silent on slaughtering. They should again come out to stamp a ban on kite festival which slits both animals and people. Festivals are celebrated to bring happiness and unfathomable joy among the public. They serve as a tranquilizing agent in societies which normally fight on multiple issues. Throughout the course of civilization, people brought adequate changes into the social customs and systems as per the demand of the time. But banning them with no alternatives left to work on seems to be unjustifiable. Many a times, festivals help us to preserve the secular fabric of the societies. The agitation to lift the ban on Jallikattu is a great example for it. Going beyond the boundaries of cast, religion and politics, the people of Tamil Nadu seem to be united for the revival of the sport.
It seems to be foolish for the government to consider the outpouring of people to the streets to settle down soon like any flash mob. The country was held on toes when the agitation by flash mob in the streets for the cast reservation in Rajasthan turned violent and the judicial system itself stood helpless to book the culprits in millions. It is fine as long as the agitation is happening in a democratic way, but the outburst, if taken the shape of violence would be catastrophic.
Interestingly, with no leader to take the crowd ahead, the agitation can take any shape in coming days. When the sport which is totally in consonance with the sentiments of the state and its culture, the Supreme Court and the government should look at the larger picture behind and revisit their stand, by suggesting amicable changes in the rules of the sport. Otherwise an angry mob will be more violent than an angry bull in the game. In such a situation, who will hold it by the horn?

Raju urges State govt. to explore possibilities for cargo flights
ITANAGAR, Jan 20: Civil Aviation Minister Ashok Gajapathi Raju on Friday asked Arunachal Pradesh government to explore possibilities of bringing in more cargo flights as the state has immense potential in horticulture crops, floriculture and medicinal plants.
Addressing the 'Digi Dhan Mela' at Indira Gandhi Park here, the Union minister also expressed optimism that the state government would settle the issue of finding sites for the Green Field Airport in the state capital.
He said a central team recently surveyed both the proposed airport sites at Karsingsa and Hollongi and his ministry is waiting for the report.
Raju said the detailed report and its submissions would be then forwarded to the state government for a final call and hoped that work on the airport would begin soon.
"Please exploit the forward looking policies of the state as well as central government for your own benefits," he said. PTI
Digi Dhan Mela : ‘A historic step towards cashless’
ITANAGAR, Jan 20: Arunachal Pradesh on Friday took a historic step to go cashless with the formal inauguration of "Digi Dhan Mela" at Indira Gandhi Park here in tune with the Centre's programme of "100 cities 100 melas" for a cashless economy.
The Digi Dhan Mela aims at helping the people in downloading, installing and using various digital payment tools to facilitate digital transactions.
Addressing a mammoth gathering at the event ground, Union Civil Aviation Minister Ashok Gajapathi Raju called upon one and all to join the digitization movement and strengthen the efforts of the Prime Minister Narendra Modi's revolutionary step.
Claiming that over Rs 40,000 crore was deposited in 'Jan Dhan' accounts across the
country post-
"Quality of life needs to be improved and for this we need to contribute as well," he said.
He said unlike the previous regime, now Indian citizens with Aadhaar card could open a bank account without any hassle.
"Digital transaction has made life easy for the people.
Your pocket can be picked, phones can be lost but not your thumb through which you can easily make cashless transactions," he added.
Terming demonetisation as a revolutionary step taken by Prime Minister Modi to curb black money and crackdown on terror activities, Union Minister Kiren Rijiju claimed printing of fake currency across the border stopped abruptly post November 8.
"We will have to be prepared for the change which the Prime Minister is attempting," Rijiju said at the 'Digi Dhan Mela'.
He said it was the duty of every Indian to support Prime Minister Nardendra Modi in his crusade against black money and terrorism for development of the country.
He said in Arunachal Pradesh efforts should be made to implement digital transaction in all villages as soon as possible.
Lashing out at the opposition for alleging that Modi's decision for cashless transaction was made in a hurry as the people of the country were not prepared, Rijiju said for development of the country people need the change.
"How will the country with 130 crore population develop if black money is kept concealed?
Even in the 21st century, many villages in the country have no proper road communication which is the greatest tragedy for India," he said, asserting that the Prime Minister's dream is for equal development across the country.
He said with the introduction of cashless transaction there would be some problems initially but people have to accept it to make their lives comfortable in the coming days.
"We have no time to stay behind developed nations in this digital era for which the Prime Minister has introduced cashless transaction to cope with the changing economy," he said, adding that India is a big country and it would take time to make things better.
Rijiju also appealed to all legislators to cooperate with Chief Minister Pema Khandu to make Arunachal Pradesh a vibrant state.
Earlier, both the Union Ministers lighted the ceremonial lamp and released colourful balloons to mark the formal inauguration of the Digi Dhan Mela. Raju also inaugurated the exhibition stalls put up by various nationalized banks, departments and other merchants and entrepreneurs.
Earlier, Veterinary & Animal Husbandary and Art & Culture Minister Dr Mohesh Chai conveyed the message of the Chief Minister Pema Khandu, who could not attend the programme. The message stated that the state of Arunachal Pradesh would leave no stone unturned to be a front runner in the programme launched by the PM and the government would endeavor to go cashless.
Niti Ayog Advisor, Jitendra Shah spoke on the digital economy programme of the GoI, informing that the "Digi Dhan Mela" here has been organized as a part of "100 cities, 100 melas" programme of the government to achieve the target.
Stating that the digital society is necessary for a healthy society and nation, he appealed one and all to adopt digital economy, besides motivating others to do so.
Chief Secretary Shakuntala Gamlin highlighted on the Digi Dhan Mela and urged all stakeholders to work towards connecting all uncovered areas to bring about a digital economy in state.
Secretary IT, Sonam Chombey termed the moment as "a big step towards being digitally smarter".
Representative from SBI spoke on digital products of SBI which enable people to access digital transaction, while Licha Birbal, a Champion entrepreneur, who runs a CSC spoke on how he created financial awareness and made his village cashless.

Annual review meeting of agriculture deptt held

ITANAGAR, Jan 20: The 2nd Annual Departmental Review meeting of Agriculture department was held at the Directorate of Agriculture, Naharlagun on Thursday.
Addressing senior officers of the directorate and also the district level officers, Agriculture Minister Wangki Lowang directed the department to formulate state specific programmes and policies using the latest technological advances and innovations in agriculture.
He cautioned the government officials not to view government schemes as an earning source and said that such behavior would never be tolerated.
He called upon the officials to work with renewed zeal and enthusiasm.
He sought cooperation of the government officials in running clean, transparent and effective government. He also suggested conducting review meetings in the districts for effective coordination as well as successful implementations of agricultural policies.
Parliamentary Secretary Agriculture, Tatung Jamoh suggested for better cooperation, coordination and maintenance of utmost transparency in execution of all departmental programmes. He emphasized on timely submission of reports, returns, supervision of schemes at every level for effective governance.
He also highlighted the need to further increase production and productivity of agricultural crops and said that the onus is on the departmental officers to take the department forward.
Addressing the gathering, Secretary Agriculture Talem Tapok urged the officers to maintain discipline, punctuality and official decorum.
He directed the district officers to furnish the status report and Utilization Certificates to the higher authorities on time.
"District officers must always be prepared for external inspections and the third party monitoring team should be properly cooperated during their visit to the districts," he added. Reminding the responsibilities of a government servant, he asked the participants to strive harder in bettering the living conditions of the marginal farmers.
"To improve the living standards of the poor farmers, it is necessary that good quality and high yielding varieties of seeds must be timely provided to them," he opined.

Pangsau Pass Winter Festival 2017 starts
CHANGLANG, Jan 20: Pangsau Pass Winter Festival 2017 began here at Nampong festival ground on Friday.
Traditional huts of various tribes of the district and Burma, local cuisine, cultural items from various corners of India as well as from neighbouring country Burma, sightseeing, open air restaurants, floating restaurants are the main attraction of the festival.
More than five hundred vehicles also visited lake of no return via Pangsau Pass on the first day of the festival.
Minister for WRD, Food & Civil Supplies and Geology & Mining, Govt of A.P, Kamlung Mossang who declared the mega event open said that the main objective of organising festivals in the state is to promote the tourism industry. Saying that the scope of tourism in the area is immense, he appealed the local people to ensure peaceful and conducive environment for the tourists to make the area attractive tourist spot. He said that promotion of tourism will propel economic growth and help over all development of the community.
Stating that the district with its natural diversity has ample scope for ecotourism, the Minister appealed the youth to take up travel and tourism as a career and stay away from the social evils like drugs and opium addiction. He appealed the parents to give due attention to their vulnerable children to stop them from indulging in these social menace.
Earlier, Nampong MLA Laisam Simai informed that the main purpose of organising the Pansau Pass Winter Festival was to preserve, protect and revive the age old rich culture and tradition of the tribes of Changlang district.
He further said that the promotion of tourism and showcasing traditional way of life and food was also the part of the festival. Stating that hospitality is the main component for successful development of tourism industry, Simai appealed the local people to always show good hospitality to the visiting tourists.

ATA comes out in defence of Education Secretary
ITANAGAR, Jan 20: The Arunachal Teachers' Association (ATA) fervently condemned the demand for transfer of the Secretary Education by AAPETA and other organizations. Demanding transfer of a bureaucrat who is initiating steps to streamline the irregularities in the Department of School Education is unfortunate and ridiculous, ATA said. The Education department especially the School Education has been the breeding ground of irregularities since its inception, where, seniors are deprived of their rights by the fellow juniors due to preferential treatment, capital influence and political biasness, the organisation added. The ATA since its inception has been demanding for elimination of such irregularities from the education department so that the seniors are not deprived of their promotional avenues, it added.
"The present Secy. (Edn.), Govt. of AP is the first bureaucrat in the department who has exhibited his courage and concern on such irregularities. Thus, demanding transfer of such determined officer who is working for the refinement of abnormalities in the system is deplorable. ATA shall always stand by such bold officers and we extend our support to Secy. Education for his initiatives" it said.
Further, it appealed to the organizations to refrain from making unsubstantiated allegations without knowing the facts.
Training on emergency care and resuscitation management
ITANAGAR, Jan 20: The two-
Doctors from various districts and TRIHMS and GNM students of Arunachal State Nursing School (ASNS) Naharlagun participated in the crucial training.
The second day of the training was attended by Director of Medical Education, T&R Dr. Moji Jini as one of the resource persons.
Dr. Surabhi Khanikar, Anesthetist cum BLS, ACLS trainer of Narayana Super Specialty Hospital, Guwahati and Dr. Upendra Baitha, Assistant Prof. of Medicine (AIIMS) New Delhi conducted practical sessions on Adult Resuscitation and Basic Life Support techniques, ECG and stroke Management with the help of PowerPoint presentations and dummies.
The themes for second day of the training were ECG and Stroke, Paediatric Resuscitation and Choking, Management of different Arrhythmias, and Various Airways Resuscitation Techniques.
Prior to the concluding function, a demonstration was conducted at the Operation Theatre of TRIHMS (new block) by Surabhi Khanikar.
Dr. Moji Jini illustrated the need and methods of emergency care and diagnosis.
Dr. Upendra Baitha, Assistant Prof. of Medicine (AIIMS) New Delhi, advised the participants to use the skills learnt during the training sessions for welfare of the patients.
Joint Director of Medical Education, Dr R Doye also spoke and expressed his happiness over enthusiasm shown by the resource persons and trainees.
Earlier, training on 'Consumer Protection Act for Doctors' was held at Seminar Hall of TRIHMS, Naharlagun on January 16 and 17 in which doctors from various districts attended.
The Director of Medical Education Dr. Jini highlighted the significance of Consumer Protection Act as well as role of doctors in the society.
He also reiterated the importance of such training for updating and upgrading professional skills.
Controller of Legal Metrology H. Ori along with Assistant Directors of Legal Metrology Taba Tabin and S. Chakraborty explained the provisions, implications and relevance of the Consumer Protection Act, 1986.
As notified earlier, the Directorate of Medical Education has embarked on a series of training programmes with a view to enhance the skills of medical professionals.
It will continue till February 12, 2017. The DMOs have been asked to send adequate number of representatives for the vital training programmes.
Arunachal Pradesh at Kolkata book fair
‘Ethnic Communities of Arunachal Pradesh’ by Batem Pertin to be released

Arunachal Pradesh is again at the 41st International Kolkata Book Fair' 2017 (IKBF) now called the 'Festival of Kolkata' for the sixth time. It will be held from Jan 25 to Feb 5 at Milan Mela.
Except the host state West Bengal, Arunachal Pradesh is the only State Government to have participated in International Kolkata Book Fair' endeavoured by Directorate of Research.
This year the Department of Research is all set to host exhibition stall of its publication wing with as many as 192 precious publications depicting the cultural heritage of the indigenous ethnic communities, information and Public Relations, Directorate of Economics and Statistics, Directorate of Gazetteers, Department of Tourism to highlight the developmental activities of the State Government.
All these volumes of Research Publication are the outcome of erudite empirical research on multidimensional aspects such as Culture, History, Museum, Archaeology, Philology, Archives etc. The Department of Research is proud publisher of five books contributed by Dr. Varrier Elwin, the architect of tribal policy of Government of India.

Block level participatory planning process begins
PASIGHAT, Jan 20: Three Day Block Level Participatory Planning Process under "My Village, My Development Plan" (MVMDP) was formally inaugurated by Koyu EAC cum Member Secretary Starlie Jamoh on Tuesday at Koyu Community Hall.
The main activities undertaken during the programme were a detailed discussion on "My Village My Development Plan" and Participatory Planning Process, Baseline Surveys, PRA and Household surveys and their compilation.
Gram Sabha was also conducted at Kakki Village in which a detailed report was presented.

NABARD launches potential linked credit plan

He requested the bank branches to seek help of Govt. functionaries in this regard and maintain close liaison with the Govt. authorities for recovery of bank's dues.
District Development Manager, NABARD, Kamal Roy advised all SBI bank branches to adopt atleast one village in their area of operation to ensure 100 percent coverage in financial inclusion, issue of rupay cards, cashless transactions and Aadhar.
He also informed about different subsidy schemes such as Dairy Enterpreneurship Development Scheme (DEDS), National Livestock Mission (NLM), AGRI Clinics and AGRI Business Centres (ACABC) Scheme, Installation of Solar Photovoltaic Lightine Systems, solar photovoltaic water pumping systems for irrigation purpose etc.
He sought support from bank managers for credit linkage of SHGs, Farmers' Club and JLGs in the district.

Training on IPPI
ITANAGAR, Jan 20: The district level training on IPPI at PHC Lathao conducted by District Health Society (DHS), Namsai under the supervision of DRCHO at PHC Lathao emphasized on imparting quality IPPI programme and 100% immunization coverage of children below 5 years.
Training was imparted to all the supervisors and vaccinators of Namsai Health Centers, wherein around 150 participants, including all medical officers attended.

ITANAGAR, Jan 20: More than 50 people from various self help groups participated in a workshop on export promotion council for handicraft at NERIST campus, Nirjuli on Wednesday. Organized by North East Multipurpose Development Society (NEMDS), it was intended to guide the local handicraft artisans and entrepreneurs on ways to export their product, market and further development.
